Windows folder copy help

Hello I have two hard drives both installed Windows xp.

Problem is that only in one (hard drive A) the windows xp is working properly. So I decided maybe I should copy the "WINDOWS" folder of hard drive A and copy to hard drive B, will it work ?
I need to get hard drive B booted because a lot of data

You will likely get all kinds of permission issues and have issues even if you copy it(Windows was not meant to be moved this way).

You can use the load of Windows on your second drive to recover data from the first one. You may need to take ownership of the folders to gain access, but that is not too hard.

I recommend making daily, weekly or monthly backups of a system if the operation is very important(this makes for faster recoveries. data should be backed-up up in multiple locations if you can as well). Downtime is an issue in many environments.

For my home systems, downtime is not an issue so I do not worry about it(just backup files. No worries about the OS itself. I have plenty of computers that I can always access files), but for other systems it is worth keeping a set of backups of the OS.
