Supermicro X8DTL-I powers on but won't POST

I picked upn a old Supermicro X8DTL-I dual XEON motherboard, rev. 2.01, added 1 (one) XEON X5550 quad core CPU, 24 GB (6 x 4GB) non-ECC RAM and a Corsair TX650W power supply - it powers on, fans work, but it never POST and there's no beeps.

I tried ECC unbuffered and ECC buffered/registered RAM, adding a 2nd X5550, removing the X5550's and replacing with 1 (one) XEON E5520, connecting 8 pin EPS headers separately and together and nothing works, all produce the same result.

Any ideas?

I tried a single X5550 in the CPU2 socket without any memory and it did the "memory not detected" beeps (5 short, 1 long) and while installing RAM in the appropriate banks solved that error the motherboard still didn't POST. A single processor in CPU1 socket doesn't even give an error when no memory is installed, so that led me to think the board is just defective. I'm just going to RMA it
