Haswell build or Skylake build?

I'm planning on building my first PC, but I don't know a whole lot about computers, so I could use some help. I don't know whether to build a Haswell or Skylake.

What will I be using the computer for? Most likely gaming along with some simple school tasks.

The games I plan on playing: Fallout 4, Tomb Raider, Rust, Fractured Space, etc.

I know building a Haswell would be cheaper, but Skylake would be more future proof. However, I would like to build mine compatible with Windows 7, and from what I've been reading, it's not very possible with Skylake. I have about $800 to spend.

My build if it were a Skylake:

i5 6500
HDD
8 GB RAM
Gigabyte GeForce GTX 1060 6GB Windforce GPU

My build if it were a Haswell:

i5 4590k
(everything else would be the same aside from the RAM, which would be DDR3)

Reason why RX 480 instead gtx 1060 6Gb:
1. Cheaper
2. Those card perform very similar.
3. GTX 1060 cannot optimize 6Gb (too low fps), but will need 4Gb to get ultra setting in 1080 resolution. This is why RX 480 is preferable. ( I owned GTX 1060 6Gb)

To make the above build perfect, you will need SSD, I would recommended the below one

with this unit, your pc will become complete. I know you can get standard 480/500/512 Gb SSD with the same amount of money, but this one's speed is almost 3x standard SSD. And the above motherboard can support Gen3 M.2.

Why i7? I prefer non-K i7 than i5-K because you will need those extra thread in the future. There are already few AAA games that require more than 4 thread (i5 has 4 thread). Google around and look for i5 killer game.

The above part seems cheap, and they are. But they all have good review on them and will do their job well.
