2x4gb 1300mhz ram and 2x2gb 1300mhz ram

I recently purchased the 1060 from Newegg and am curious if I got a defective one. I am new to upgrading my pc, recently I have put the asrock motherboard in as well as the ssd. However I was hoping for a big jump up in FPS when I got my gtx 1060 however on average when I am on max settings I get 60-80 fps on csgo and when I am on Ark survival I get on ultra settings about 20fps. Any ideas on why this could be? My gpu drivers are up to date as well. Really do appreciate it. I've been trying everything.
