Im playing games and my ram seems to go up a lot on its own. i start the game and i get 7.2gb of memory usage and then i go to other areas and it will go up to about 9.5 gb and even if i go back to the place i had 7.2 it will not go back down until i restart the game. Also I am not sure if this is the cause but it also drops my fps by about 20-30 and get split second freezing / stuttering

how much ram do you have? I am guessing 16gb?
which version of windows are you running?
Your ram activity makes sense as it will grow to match your uses and if its windows 10, it will only remove things from ram if it needs the space
The freezing/stuttering could be when game needs to load things currently in ram back onto hdd as PC needs the space. It needs room for windows + game + anything else running in background and will dump things onto storage when it runs low.
