Help! No BIOS on new build. Power seems to "blink" out every few seconds.

Hi,

I just finished assembling my new build and not getting a BIOS.

The computer starts up but then the power seems to flicker every few seconds. The system fan kinds of slows down for half a second (as if there is loss of power) and then goes back to normal speed. This happens very few seconds.

The motherboard has a LED strip in the lower left hand corner which also blinks out at the same time.

Components:
Gigabyte GA-B250M-DS3H
Core i5 7500
CoolerMaster Thunder 500W
Samsung 850 EVO SSD

Hope someone can help me with this. I can't seem to make any sense of this.

Here is what I did:

1. Removed the mobo from the case
2. Checked the CPU was seated properly (no bent pins etc)
3. The 8-Pin CPU connector is attached
4. CPU fan is connected
5. The 24-pin power connector is attached
6. Removed all drives
7. Tried with RAM and without RAM
8. Tried with two different PSU
9. Tried HDMI as well as D-SUB


The weird thing is the blink in "power" every few seconds.

My issue turned out to be a faulty PSU. The PSU was brand new (purchased online from Amazon) and I did not expect it to be an issue. Went to local computer shop, tried another PSU and everything worked fine.
