Your CPU is only rated for 1866 MHz with two sticks (1 DIMM per channel).

https://en.wikipedia.org/wiki/Bulldozer_(microarchitecture)#Cache_and_memory_interface
AMD claims support for two DIMMs of DDR3-1600 per channel. Two DIMMs of DDR3-1866 on a single channel will be down-clocked to 1600.
When you say it's downclocking to 800, where are you seeing that? Many utilities will report the actual memory clock speed (rather than transfer rate), so 800 MHz memory clock = 1600 MHz DDR.
