No it is not.

That motherboard is for 4th( LGA 1150 ) Intel CPUs, you got a 6th one ( LGA 1151 ). They will not work together.
That RAM is it DDR4? Which model?
That PSU, which model and brand?

Please, for easier help, put all your pieces in PcPartPicker and post the [bb] here for us
It should look like this if you want everything to be compatible:

Now that's more like it.

Just a couple things, i'd suggest another PSU. I'd suggest a better quality PSU.
Could try to go for 16GB of RAM? Nowadays, games feel a little sluggish with just 8 ( IMO )

Aside from those, everything's good to go. ( But you won't be able to overclock that i7 with that motherboard )

Since you are buying used, that is ok. If you are buying new, kaby lake would be better.

1. Buy a 2 stick kit of 2x4gb ram so you can run in faster dual channel mode.
If you will ever want 16gb, buy it up front. Adding ram is not always compatible.

2. EVGA is only tier 3/4 mediocre quality. Usually, you can find Seasonic which will be tier 2 for a similar price.
430w will be fine even for a future gpu upgrade to a GTX1060
