I5 6600k turbo boost problem

Hy, I have a i5 6600k processor and an Asus B150m-c motherboard, and the thing is that the processor is currently running at 3.570mhz at full load and it should be running at 3.900. I have tried disabeling the turbo boost tecnology, overclocking the processor and changing the power options in windows, but it stills at that speed. The temperature is 20°c under the higher the processor can reach. Does anybody knows what is the problem?. Thanks everybody.

When you say full load is that across all cores? Turbo boost is a little misleading, if you were maxing a single core application you would get 3.9Ghz. The more cores in use the lower the turbo boost. The 3.9 is the theoretical max but unlikely to see it in the real world.
You should know that your board doesn't support overclocking. Only boards with the Z chipset have this ability. Check the various turbo boost options in your BIOS. Maybe you have something disabled. Also check the various power saving options in the BIOS. Finally make sure that have selected the high performance power plan in the windows power options. You could also try resetting the CMOS or restore the default BIOS options just in case you have messed the various BIOS settings.

Thanks for answering, I know my board is not for overclocking but a bug in the last version bios lets me update the core multiplier and it aplies it. Doasn't mater what I do it keeps at that speed I tried updating the bios and also I tried changing all the turbo boost options. And were are the power saving options in the bios?? Thanks for your help.
 
The various power saving options should be in a power or something similar menu. You should update the BIOS in order to fix any bugs. You should also restore the BIOS default settings or reset the CMOS. It seems you have messed some settings. Google your motherboard and you may find videos that explain all the various BIOS settings but first you need to update the BIOS. It will probably fix your issues.

I've already searched on google for my board and there are only unboxing and reviews videos, I have the bios updated to the last version but I will tri to reset it. About the turbo boost I know that it won't reach the 3.9 ghz with all the cores, but 3.6 ghz is too low for the 4 cores. Thanks for your help.
