ASUS Z170-Pro No Boot / No Beeps / No Display

Hi All,
I am absolutely defeated here. I could really use your help on this custom build. I hope this is the right forum to post this on.

I've been building computers for years now, and never had such an issue until now. I'll try to keep this as brief as possible so it clears out everything I've tried. Just wanting to get some second opinions as I'm now on a total of 18 hours on this build and feel I've gotten no where. Just FYI I've absolutely ran through the standard checklists of what to make sure of 10 times over. Still nothing, see below:

Intel i7 7700k 4.2GHz
ASUS Z170-Pro
Corsair Vengeance LPX
EVGA PSU

I'm not including full model numbers here as I've literally ordered 2 of each outside of the CPU and have the same issue.

Issue: I'm breadboarding here to rule out a short in the case. Im firing it up with only the CPU power connected, CPU installed, RAM installed, and motherboard 24 pin connected. Power LED is on and fine. I press the power button and fans fire up, LED red lights turn on, on the mobo, and and then off (manual says this means they check out ok).

No POST, no display. Doesn't matter if I use HDMI or DVI or even install the graphics card. Display doesn't show a thing. No beeps either, I only get beeps if I remove something like the RAM or CPU. I tried an entirely new PSU, still same thing.I tried different memory, still the same issue. I sent the motherboard back and bought the same one as I didn't wanna wait on the RMA; same thing.

Today, I went and bought a 3rd motherboard; this time the ASUS Maximus Ranger VIII in order to see the LED Q Codes they provide. I tried both the new PSU, and the new memory and STILL the same issue! This time, though .. I was able to read off an error on the board which was a q-code of 04.

The only thing I have not replaced yet is the CPU and I am hoping the PC gods are on my side and sending it in for an RMA will get me a new one that will resolve this all but holy crap. I even searced online for the q code of 04; and people say it could be the motherboard! There is no way I've got 3 bad motherboards...

Thoughts? - FYI I am building this on a wood table on wood floor and no static remotely close and I always touch some metal or my case a bit to ensure I am static free.

I know the order of failure rates with the highest first is 1) user 2) psu 3) mobo 4) cpu ... have I really received a bad CPU?

both the mb you have are z1780 chipset you need newer chipset mb that has the newest bios file to post the newer cpu. the last 4 number of the mb serial number is the bios info. the last mb you have should have usb flashback on it. you should be able to with a usb stick update the bios to post the newest cpu.

Hmm you know I thought of this briefly but didn't think it would be the case; but it is the 7th gen CPU...

Is there a way to update the BIOS without...actually getting into the BIOS?

this makes sense - question is, if I can't POST how do i flash and upgrade the BIOS? There somewhere online that shows how to do this?
