CPU fan noise and low FPS

I built my new PC, and I've recently been experiencing a rattling noise with my CPU fan (Hyper EVO 212) whenever I'm playing a game. In GTA V specifically I get very low FPS, from 29-45 in high performance areas (grassy areas). However, when I first got the PC and played GTA V, everything ran smoothly at 60 FPS. Fan never made that noise.
I'm hypothesizing that the CPU fan noise has something to do with the performance drops in GTA V. When I'm running any non-gaming program the CPU fan runs normally. I checked the CPU fan speeds and they're at normal. Nothing is obstructing the CPU fan (wires, etc.). My CPU is not overclocked.
Specs:
GTX 1080 SC EVGA (1080p at 60 FPS)
i7 6700k
Gigabyte Gaming 7

bad fan probably, i would suggest buying a new 120mm fan and seeing if it fixes your issue. and 70C is hot but not anything to really be worried about, if you hit 78+ you might want to do something.

Yes, and when I first got the PC I maintained a constant 60 FPS in those areas until the fan started to rumble. I set the CPU fan speed to silent, but there was no change, only a new noise (but it remained quiet most of the time). Not sure about leaving it at silent however, as CPU temp nearly went to 70 C. Not sure if it's safe or not.
