Is it possible to install GTA 5 on SSD and mods on HDD?

Hi, so I'm new to PC gaming. I'm about to install GTA 5 and will probably start modding in the future. I've heard modding requires a lot of space and my SSD is only 250GB(174GB currently free. Gta install will take up another 65gb I believe.). My HDD is 1tb and 7200 rpm(WD black 1tb). What should I do? I've purchased the digital download version of Gta 5 from rockstar warehouse so i'm not even sure if i'll be able to install and activate it again on my HDD if the SSD ends up getting crammed. I don't really care about load times all that much and I plan on streaming as well. Will installing it on HDD affect much else on GTA 5 online besides the startup load times? Can I install the game on SSD and mods on HDD?

Using Rage Plugin Hook or OpenIV this cannot be done.

All mods must be either in the original archives or the archives that are in the mods folder.
