Computer Doesn't Boot when GPU installed Red LED Lights on BOOT_DEVICE_LED Need Help ASAP

Alright I built this computer about 3 years ago and I've had a fair share of problems. Right now it doesn't seem to want to boot when I install my GPU. I came home one day and decided to clean my CPU for the first time in months. During this I decided to air clean my system with an air can. Upon cleaning the CPU and Cooler, I booted up the system and it worked fine. I turned it off because I wanted to redo my overclocks..

When I tried to boot into BIOS nothing worked. There was a red light on the VGA led. I've tried:
1. Resetting CMOS,
2. Unplugging the HD from the system, turning on then off, plugging it back in and turning it on

Then I tried taking out the GPU and only connecting my monitors to my on board graphics on my motherboard. That worked and that's how I'm currently typing this out. So I tried to:
1. Put the GPU in and use on board graphics (nothing popped up and red light on BOOT_DEVICE_LED)
2. Spamming F2 (while having the GPU connected and using on board graphics) would result in a distorted static-y black and white screen.

So please help ASAP I don't know what to do. I really don't want to replace to this card since it was definitely working before. I did nothing between the time I reset my system to fix my overclocks and turning it on. My GPU fans are turned on. I'm willing to provide whatever information you need to help assist my issue.

STORAGE: Seagate 1TB HD
