CPU Usage Drops when gaming

So my laptop recently has started acting up. When gaming everything runs smoothly at first, but after a couple of minutes there is a sudden lag that last in between 1-5 secs. I started to monitor what i could, and i noticed that there were sudden drops in my cpu usage. It would go from around 40-50% to 15-20% depending on the game. I've searched online but nothing seems to work, or i am just incompetent.I do want to note that all of this started to happen after i updated the BIOS.

Laptop: OMEN by HP Laptop PC - 17-w033dx (ENERGY STAR)
OS: Windows 10
GPU: GTX 965M
CPU: Intel(R) Core i7-6700HQ 2.60 GHz
RAM: 12.0 GB
PSU: Standard HP 12.0v
Power Plan: High Performance

Notes: All Drivers are up-to-date. GPU,CPU, and overall laptop is not exceeding temps of 80

Try downgrading your BIOS back to the version it was on before and see if that fixes the random lag. I can't really see this being a BIOS problem though but its worth a shot. How old is this Laptop? If it's decently old it's possible the CPU cooler is kind of dusty, I've opened up my 2 year old cyberpowerpc laptop and the cooler was pretty clogged up I must say. If you know how to open it up it might not be a bad idea to check. Do note that if you don't open it up right you could damage the plastic of the case.

Thank you for responding. The laptop is actually quite new, only about 6 months old, so I doubt its dust build up. I downgraded the BIOS but it is still occurring. Could it be a hardware fault?

It could be hardware just as likely as it could be many other things, What games are you testing when the lag occurs? If you can test and post a picture of your CPU and GPU temps while running these games it would be great.

I've tested it with games like Xcom 2, Arma 3, and total war rome 2 and warhammer. All of these games never gave me trouble in the past but they are now. It only seems to occur with the more demanding games.

Yeah, Something is wrong with your CPU, If its not sitting at 3.6ghz or even around there it is not working correctly if you can return the laptop if you still have warranty, If not I really don't see a way to fix it, working with laptops is difficult.

Damn, I was afraid of that. Right now the CPU is sitting at 3.29 GHz, so it seems to only be with games.

Yes and no. It will stay at 3ghz for everything, even some games, but will have the sudden drops in speed during certain games like Arma and Total war. What i mean by that it will drop to .8ghz for a few seconds and then return to back to 3ghz.
