Maximus II Formula cannot overclock HELP

Hello there i have built my 2nd old platform rig for overclocking and when i want to reach to 4.2GHZ i always get the "Overclock Failure" message by Asus motherboard, I have experience to overclocking on gigabyte motherboards, but when it comes to asus which is my 1st time i only get confused...

CPU: Intel Xeon 3.33ghz x5470 lga 771 to 775 mod) (yes i have updated bios microcode)
RAM: 8GB Patriot 4x2gb 800mhz ddr2
MOBO: Asus Maximus 2 Formula latest bios update + microcode mod
CPU COOLER: BE QUIET Dark Rock 3
PSU: Cougar CMX 850W V3
CPU Voltage: 1.3-1.4v nothing of them works
CPU PLL: 1.55-1.60V
DRAM VOLTAGE: 1.9-2.10V
NB: 1.4V
FSB 1.35-1.4V
SB stock or +0.5-1.0 increase

As you can see i have played any of the voltages above and still the pc cannot even pass the bios
I also had problem with core 2 quad q6600 which it can only reach to 3.2ghz no matter what voltages i had i also have played with cpu gtl ref, nb-cpu-dram skew timings and etc still no success anyone can help me?
 
Solution
Fixed the problem had to play a bit more with the ram timings (6-6-6-18-24) because 2.3v ain't enough (yes this is kinda strange) to keep fsb-dram ratio 1:1 on 800mhz

have tried 3.8ghz but it doesn't require any voltage adjust my goal is to reach 4.2 and i have the same issues with a c2q q6600 on same mobo same system before the xeon mod which it could only go to 3ghz and after this doesn't post anything no matter what voltages were

Yes its a 80 plus bronze certified and it could reach almost 80 plus silver specs, first i was using a corsair 80 plus 550w psu then i swapped to the 850w from main rig and still same issue
