Is 38 degrees cold for AMD at load?

So my AMD Athlon 4x 860k runs quite cold on load, colder than my intel build at idle.
My Intel PC is about 40 degrees idle and 57 degrees load. (stock cooler)
My AMD PC is about 34 degrees idle 35-37 degrees LOAD. (stock cooler)
I'm not sure if that's normal, as AMD is well hotter (after doing my experiment : touching the cpu without the heatsink and seeing how hot it gets after just being turned on: intel, about 9 seconds before it hurt to touch AMD, 2 seconds.)
AMD has 2 core, 4 threads (aka, quad core) 3.70 GHz
Intel has 4 cores, 4 threads. 3.00 GHz

There is no current software that will tell you the correct temp of an x4 860k or any CPU on the FM2+ Socket. AMD's OVERDRIVE is the closest thing to correct temps but it doesn't not give you an actual number but margins instead.
 


So it will be "backwards". The higher the margins the better. http://www.tomshardware.com/faq/id-2122665/understanding-temperature-amd-cpus-apus.html offers some insight into AMD's Overdrive.
