M.2 SSD detected after shutdown, not detected after restart

I built a computer last week, and am having issues with my SSD not being detected after a restart. I have a Samsung 512GB 960 Pro M.2 SSD, and an ASUS X99-A II motherboard. Windows 10 is installed on the 960 Pro. If I shut the computer down, it will boot off the SSD. If I hit the power button, turn off the power supply, unplug the power supply, and turn the computer back on, it will boot off the SSD. But if I do a restart in Windows, it will not boot or detect the SSD in the BIOS.

What I have done:
Changed M.2/U.2 mode in BIOS to M.2 from Auto.
Under CSM, changed SSD from Legacy to UEFI.
Tried disabling quick boot.
Tried increasing the POST delay time.
Tried unplugging my SATA HDD.

None of this has worked. When I restart, it goes straight to the BIOS if the SATA HDD is unplugged, or it tries to boot off the SATA HDD if it is plugged in, but gives an error message saying there is no operating system installed (there isn't).

Any help is greatly appreciated.

Solution
X99 & Samsung 960's have spotty support. Look for a bios update for your motherbd. If you don't see one then contact Asus about perhaps a beta bios that would address the issue.
