Ok so i have bought a gtx1070 gigabit oc edition and a i5 6600 cpu. on the gtx 1070 package it stands minimum specs. i7 3,2 ghz. will my build work?

You can use a Titan XP with a Celeron if you wanted to. The weaker the CPU, the more likely you are spend time in CPU-bottlenecked situations. An i5 will be reasonable in most cases but some exceptionally CPU-intensive games like Crysis 3 will perform better with an i7.
