I am having some issues controlling my VCore. It is bouncing around and entering into the low 1.4 volts. It causes me to have gaming load temps of 90+ celcius!

I also get BSOD every once in a while for when it gets too hot. I am going to redo my thermal paste with artic silver 5.

So my questions are how do I get the VCore to stay stable at what I manually enter, I know it can run 4.2ghz (stock) at 1.25-1.275v from what I have read. No matter where I set it it will just go to wherever it likes. I am trying to get this computer extremely stabile so I can overclock to a 4.4-4.5 or so.
This is my 2nd gaming rig that I have used a gigabyte Mobo and it may be the last, first one had similar issues with false temp readings.

I have gone back to Bios version F8 and I am still having stability issues.

System specs:

MOBO - Z170X Gaming 7 (REV 1.0)
CPU - Skylake 6700k
GPU - GTX 1070
MEM- 16gb Corsair Vengeance 3600mhz DDR4
CPU cooler- Hyper 212X EVO
HDD - 500gb WD crap
SDD WD 160gb

I have redon the thermal paste and for the past two days it hasn't gone above 67C which is perfect. Now I am trying to do some OC'ing and if I go anywhere above the stock 4.0ghz it crashes to blue screen. This is my first time overclocking so I am not sure what I am doing wrong.
