Low Fps, Gpu Mem and Usage spikes and even crashes on certain games :( Help please!!

So Ive recently finished my first proper build.
Ive been a console man all my life until buying a so called "ps4 pro" and found it to be rather limp.
So i decided the transition to a pc was in order.
Anyway my build is:

Motherboard : MSi PRO-VDH B150m chipset
CPU: intel i5 6400 2.7ghz-3.2ghz / Standard Cooler / Standard Heatsink
GPU: Asus GTX 960 Strix 2Gb
RAM: G.Skill Ripjaws 4 4x4gb DDR4 2400
PSU: Corsair CX550M 80+ Bronze
SSD: Samsung evo 250gb
OS: Win 8.1 pro
Cit Invader Case
2x Corsair 120mm case fans.

now like i mentioned before this is my first build, ive had a few laptops but nothing aimed at gaming, so id say i have an average knowledge of computers ect.
The system plays alot of games great. Ultra settings on most. but there a few where i get fps lag, gpu usuage and mem spikes and occasional crashes.

So i started searching for my "bottleneck". Done alot of reading through different threads and subject on this site and various others. And i came to the conclusion that my cpu was struggling.
so i start reading into clocking my gpu to try and compensate a little, without much success.
Now im looking at clocking my cpu up a bit.
Again ive done reading, a lot of reading. But ive only found things for similar setups or cpus so id like to try and get something a bit more specific.

Ive been into my BIOS and had a look at settings and switched to expert mode, turned on intel turbo boost and EIST.
Now i have settings for Core Ratio and Ring Ratio both of which display the current frequency (2.7ghz).
Theyre set on auto at present but have turned them to 30 (3.0ghz) to test as i read its best to keep a 1:1 ring/core ratio. is this actually changing (overclocking) my cpu or is it the range turbo boost can work in.
i can choose if i want to apply this to all cores or per core also.
Ive read about adjusting voltages to suit, but im unsure which is the correct setting.
I have Core sa voltage (currently 1.117v) and Core I/O voltage (0.987v) both set to auto aswell.
I do have another GPU thats more powerful (Palit Gtx970 4gb) but im unsure if that will help or not, plus its alot noiser than the strix.
ive downloaded software for monitoring gpu cpu temps ect. nothing gets over 70c at all.
Ive read people saying the cpu cant be clocked on this chipset others saying it can.

I would very much appreciate if someone could shed some light on my situation, and perhaps educate me little more as to which things i should and shouldnt be adjusting lol

i would suggest msi afterburner or if you have doom 4 it has an in game benchmarking system, both display cpu temps, cpu and gpu usage and fps etc. I would blame the lag spikes on that heatsink, intel's ones...

what heatsink are you using? if youre having cpu issues I would blame it on that, if that's not the problem try running some benchmark software in a game and see if the cpu or gpu are at 100%. other thing is your motherboard probably wont allow an overclock.

well i did more reading into what settings to be adjusting ect. ive got the cpu running 3.1 fixed.
Its on the standard heat sink and havent seen it get over 50 degrees.
Cpu is still spiking high 90s alot of the time tho.
any benchmark software tyoud recommend?

i would suggest msi afterburner or if you have doom 4 it has an in game benchmarking system, both display cpu temps, cpu and gpu usage and fps etc. I would blame the lag spikes on that heatsink, intel's ones really are bad and you're better off buying something like a hyper 212 evo. honestly the difference is night and day and it just isn't wise to keep the stock heatsink on.
