Is it worth me upgrading my i5 3570k

I am debating upgrading my PC with a better CPU setup, because recently i have been troubleshooting an audible ring that is feeding into any amplified speaker setup i plug into the computer, i even went as far as installing an old audio card i had in my old PC into my current pc with no luck. The noise is annoying, because i had a really nice set of speakers with sub that i can't use, so i have come to the conclusion that my motherboard is possibly messed up, because i can plug the same amplified speakers into my phone, tablet, and old pc without any ring.

I thought about keeping my current CPU and just buying another compatible motherboard, but i have found since upgrading to a 4k primary monitor, that my CPU usage struggles a lot even though my GPU usage is not really changed much

What and how old is that audio card? As far as your GPU and 4k, you won't see much of a difference in 4k just sitting at your desktop. You will however will see a BIG difference in 4k with your GPU in games.

Previously i was using the onboard audio for the longest time, i just recently put the SB Audigy card from my old old pc in to see if it would continue to ring.. i dont use the card, because i cant mix audio into my headset with the card.
