This looks like a great build but I have a 700$ budget and I need an operating system and a case. Is my build ok? Or do I need to change something?

If you can go just a tiny bit over budget, this is what I would buy.

-The i3 7100 beats the 860k in nearly every benchmark, and when you have the funds, you can upgrade to an i5 or i7 without needing to change anything else in the build
-Motherboard is one of the newest Chipsets so you get USB 3/3.1 and Gigabit Ethernet
-PSU is MUCH higher quality than the Apevia (Seriously, those Apevia's are fire hazards)
-The RAM and Case were a compromise as I tried to stay within the budget while not sacrificing quality elsewhere or removing the RX 480. They'll work, they're just not flashy
-You can shave off the SSD and put in a 1TB WD Blue drive to get under budget, but starting out with the SSD and having Windows on it makes more sense to me since storage is one of the least expensive upgrades (usually)
