Which Cpu Cooler is better?

i want to get a new budget CPU cooler better than my current stock cooler that came with my fx 8300 in loud af and does not do its job well.

first i wanna know which cooler is best, then i wanna know if it is more quiet and cools better than a stock cooler thanks.

I imagine the most expensive one does the best job so I'd say the ARCTIC Alpine 64 Pro Rev. 2 is probably the best choice. Yeah pretty much any cooler is better than stock cooler. Much better cooling cause of the big heatsinks so much lower temperatures and therefore quieter, aslong as you put it in correctly.
