Nvidia 30fps lock (reee tried so many things)

Hello all, I have had a gaming laptop for about half a year now, nothing has ever bothered me about it until now.
Whenever I play on battery power I get 30fps.
It's doing my freakin' head in because I have tried so many things.
I have tried the following;
Disabling V-Sync in game AND in nvidia control panel.
Using Nvidia inspector to change max frames.
I have a gtx 960m.
I went into geforce experience and saw the batteryboost thing set to 30, i tried changing it to 60/disabling it but it was just reverse back, so I just uninstalled Geforce Experience alltogether, still nothing. Please PLEASE help me somebody!

have you tried going to Control Panel > System and Security > Power Options. and setting it to High Performance? this will drain your battery faster but will give you higher performance. oh and in nvidia control panel(right click in desktop) go to Manage3D Settings > Global Settings tab.. Scroll down till you see "Power Management Mode" set it to "prefer maximum performance"
