Hiccups in games

I recently bought a Asus p5q pro and a new psu and in game literally in every single game i experiencing "Hiccups" game freezes for couple seconds then continues like its normal.
It doesnt matter if game needs less pc resources or more it happens any time on any game.
Things i tried:
Reinstalling windows I tried it 3x times
Updating Bios
Removing my overclock
Removing my overclock from gpu
Removing 1 stick of ram swapping them around(didnt try new ones)
Buying new psu
Trying other motherboard
Tried clean boot
Tried running without internet and sound I disabled both in bios
Tried other pci ethernet card
Replacing thermal paste on gpu cpu and north bridge
Buying new cooler for cpu(Scythe katana 3)
Trying other processors
Updating every single driver

Things i didnt tried:
Swapping my memory to new ones<<Maybee memory ??
Trying other HDD<<I dont think hdd can cause hiccups
Trying other gpu<<<<I THINK ITS GPU but i dunno

CPU: Intel Xeon X5460 4Ghz OC With Scythe Katana 3
GPU: Geforce 9600GT 512Mb without 6pin power connector
HDD's: Hitachi 500Gb and HGST 500Gb
Mobo: Asus P5Q Pro
Psu: Aerocool KCAS 600W
Ram: Adata 2x2Gb AD2800002GOU(ADQVE1B16) Timings in bios 5-5-5-18
