I have a asus z170-a mb with 16 gb ram, h100i v2 cooling and a evga supernova gold 83+ 650 psu. My overclocking is god awful and I feel like I have to be doing something wrong, I can't run 4.6 ghz with a 1.38 voltage!!!! My temps are fine I just don't understand why I struggle to get a decent clock

It also could be that you didn't disable power state settings. These can have an effect on your overall stability. Overclocking isn't something you're going to be able to set up in ten minutes. It takes dedication and research and most importantly time to properly configure your motherboard. I used youtube videos and google to help guide me through what settings need to be adjusted/configured.

Sounds like you didn't win the silicone lottery, Just how it goes sometimes. My i7-6700k gets to 4.8ghz at 1.3v super lucky so... There's really nothing you can do. I'm not sure if you can return them because it doesn't overclock how you like it xD.

Some chips need more power than others. Mine is very power hungry:
4.4 @ 1.236, 1.256 adaptive
4.5 @ 1.26, 1.280 adaptive
4.6 @ 1.35, 1.37 adaptive
4.7 @ 1.37, 1.419 adaptive
4.8 would take me well above 1.42v
