Trouble turning on computer, what hardware is causing the issue?

My desktop is struggling to turn on when pressing the switch but after repeated attempts it does come alive.

I can see;

  • - When there is power into the pc (not yet switched on) a usb power light illuminated on the motherboard.
    - When pressing the on switch the CPU heatsink fan slowly spins and after some more on/off cycles the case fan starts to spin.
    - I cannot see any blown capacitors on the motherboard.
    - I replaced the battery on the motherboard.

Any thoughts on what hardware component is causing the issue?

Solution
Was it always like it or did it just now start?
Can you give us your computer specs?

If your monitor is not showing anything then i would suggest looking at your powersupply because what could be happening is that your graphics card is not Turing on.
