Game lags when launching mission then turns to normal

Hey all.

I recently formated my computer since I had some occasional stutter in CS:GO which I couldn't solve. Battlefield 1 and other games worked fine.

I disabled the internet, even though I knew I had to install the LAN driver, I wanted to be sure so that Windows Update wouldn't download something. So I downloaded all the drivers I needed before re-installing Windows.

I did it in this order: Nvidia Driver -> Realtek HD Audio -> USB -> Intel INF (latest version from Intel instead of the older version from Gigabyte) -> Intel Management Engine Interface -> Intel Rapid Storage Technology -> LAN driver. After that I downloaded all the updates from Windows Update, have checked once a day for new updates, optimized Windows by disabling stuff in Privacy, Apps etc and changing Visual Effects as well as disabled Remote Access and everything related to Cortana (but didn't disable ANY services), installed some programs, disabled some programs to autostart.

Now, it SEEMS like the CS:GO stutter have been fixed, further testing/playing required to determine if the problem is completely eliminated. The new problem that have occured is when I launch Battlefield 1 and I launch a mission, the game lags as hell at first then it becomes smooth and sometimes I've experienced a phenomenon similar to rubber-banding while playing offline (in CS as well) but very infrequently. Also, if I remember correctly I had better FPS before the Windows re-install.

What do I have to do? Use DDU and install the Nvidia driver again? I have changed to Prefer Max Performance in Nvidias 3D Program Settings as well and that didn't solve it. Can it be something in the BIOS? Only things I've touched is the FAN speeds (Full Speed), disabled the Turbo Boost (waiting on a new cooler) and enabled ErP because I don't want my headset/mouse to be ON when the computer is OFF.

EDIT: CS:GO still stutters as much as before the Windows reinstall. Seems like I got less FPS also, since I have lower graphics settings now then I had before.

I have Windows 10 Home 64bit - I reinstalled it by selecting (according to a guide) "I don't remember my product key" and chose the Home version. Weird that I also had access to the Pro version but maybe that would just install the Home anyways.

http://imgur.com/a/oTS9B - HWInfo Summary. Weird numbers on the Core clocks. Also, I noticed my CPU Temps was quite high Idle, so I restarted my computer. Before I did that I saw "Windows Modules Installer Workers" in the task manager, but didn't think about it. Then it said "Configuring Windows. Don't turn off the system" I waited 15-20 minutes then I turned the computer off. I checked for updates earlier and it only found one.. Now I'm scared I did something bad.

I installed Dishonored 2 now which ran fine on ULTRA with the exceptions of bloom, motion blur, depth of field and 2 settings on Very High before reinstalling. Now, it feels like I have FPS drop, even when it's on 80 FPS. Having a 144hz monitor using a ICC profile.

HWMonitor shows the correct Core Clocks and Memory though. I've read everywhere that updating the BIOS is a last resort. Sure, I have problems but it's not logical for the BIOS to be the cause of it since it worked mostly fine before. I appreciate your help and all, but I am very skeptical of BIOS updates and F5 was released only 2 days ago and I can't find any release notes anywhere.
