Well the i5 would be better and is what I would recommend if you can afford it. The i3 will do good in many games, but may hold back the 480 in cpu heavy titles.

Between the two options, I'd go with i5 and RX470. There is not much difference between RX470 and 480, but in heavily threaded games i5 will be significantly better than i3, especially in terms of minimum framerates and their consistence.

I'd got i5 + 470. The 470 is amazing at overclocking and hits 480 territory, and doing so on needed quad core CPU. Also, the prices of i3 are funny nowadays and only are inflated since AMD hasn't released their new CPUs yet. (on knees praying)
Lots of great 470s, get that and i5 and you can upgrade the GPU in 2 years. Keep in mind, the GPU is upgraded more often than CPU.
