USB FT232r or CH340g uart/com malfunction, XP Driver codes 39 and 31

When I try to install/use a USB FT232r or CH340g uart/com my windows gives me device driver code 39 for the ft232r (drivers corrupt or not found) or code 31 for the CH340 (unable to start/load drivers). I have installed the latest driver package for the FT232r, and a known good driver package for the CH340. I have been using these devices/types of devices for more than 2 years. My arduino nano's have the CH340 chip and are also giving me the same problem. I have all this working together many times.

It's on a Panny Toughbook CF29 Mk2, celeron1.2, 2gb, xp sp3. I've used this type of laptop for the last 6 years and am familiar with it and it's recovery image. The problem started after I reloaded the factory image from CD (like I have done dozens of times). The only thing I have done differently is attempted to use CSR BlueSuite and LPT port to bitbang an HC05 with RN42firmware. My LPT didn't "find" the module and I'm not sure if that is linked in with the aforementioned issue, or not.

Afterwards, I tried both USB/Uart modules on a win8.1 computer with no problems. I'm confident that the FT232 is genuine as I have used it on multiple pc's/os's for the last 2 years.
