I am looking at running Photo shop pro, GIMP, Blender, and 3D Human. Also, I play Maple Story by Nexon, and would like to play Sims 4 and Diablo. Which processor would be better.
 
^ not really true though - for any of those productivity option the 8300 would be stronger - its just a really bad time to drop money on an old fx platform rig when ryzen is on the horizon.
I'm not a massive fan of the 6400 though,that low base clock kills it for me .

Intel's artificial restrictions on it are because its a low binned CPU (otherwise it would be a 6500 or 6600k). I agree its still good and way better than an 8350, but unfortunately not all 6400's will be able to survive that type of BCLK overclocking, you got lucky.
 
How much more does the 6500 cost where you are? It may be worth it for the frequency boost, 3.2-3.6 vs 2.7-3.3. You can also look at the Kaby Lake versions which go slightly higher, 7400 and 7500, but while their MSRP hasn't really changed from their Skylake counterparts the Skylake chips are more likely to be discounted right now. And you'd need a 270 series mobo or a bios update for older 170 boards.
 
For gaming - the i5 is better
For photo editing that depends. If you are doing a lot of rendering with fiters and other things that are using high percent of CPU then the extra threads of an 8300 serries would perform better.
If not then the i5 will still perform significantly better

With that said you REALLY should wait a couple more weeks; buying into an end-of-life platform from 2012 is a poor use of money. In a couple more weeks Ryzen will be released which looks really promising and could likely be the signifincatly better buy.
