Solution
It does somewhat depend on your intended use- however assuming gaming as a focus the second build is much stronger. The GTX 1060 is much more powerful than the 1050ti, and the i5 4670 is a considerably better gaming cpu than the FX (even with an overclock) in *most* games. A few games that are very well threaded and the two cpu's are probably equal.

One thing to keep in mind- if you are interested in an AMD build, you should hang on a couple more weeks- the new RYZEN cpu range is about to launch (and what we've seen those look set to be very good gaming options).

Solution
Second build is better but would not recommend either one.

Both builds are using old architecture.
The first build is even older, a modern core i3 beats it in gaming, the ram is cheap, and the power supply is even cheaper (like fry all your partrs even possibly ignite your house on fire cheap).
Second build is better but still 2 generations old and that 32gb SSD is almost useless due to its small size.
 
Agreed it is best to wait for Ryzen to see what options are.
