What could cause a CPU to underperform?

So, i got myself na i5 6400 and i feel like it's underperforming...i'm pairing it with a 1060 6gb and one stick of RAM (8gb 2133mhz) and i'm getting lower numbers than i expected it: Doom goes from 90-110 with some small dips to 70, fallout 4 ges to 40 sometimes, battlefield 1 jumps around like crazy...the thing is, i'm playing on 900p and i'm getting numbers that i should be getting on 1080p.

What could cause a CPU to underperform? The single stick of RAM? Old HDD? The CPU itself?

(please no "you don't have a good enough CPU for bf1" comments, check some online benchmarks to see that i do have enough power to run it at 1080p with ultra settings, let alone 900p)
 
So while not perfect, http://cpu.userbenchmark.com/Software is a quick way to see if you CPU is performing on equally to it's kin processors.
BUT you also have to be aware of ending AS MANY unnecessary programs, Skype, Team Speak, CPU monitoring, File Explorer, Other Browser windows and tabs, ANYTHING uses a little CPU power that effects the benchmark and can make it seem like your CPU is performing slower. (Especially things like Razer Synapse or Logitech Gaming Software)
