So, Im getting a gpu to replace my onboard graphics, (which are honestly terrible, intel express chipset wddm 1.0), im on a REALLY tight budget of 60 quid, should i get the gt 710 or 720? i want to be able to player older games and some lower required games. i have 4gb ddr2 ram and an intel core 2 duo e7300 with windows 8.1. I would really appreciate an answer. Thanks :)

For gaming, a DDR5 card is the minimum you'd want. Nvidia has the GT 730 in a DDR5 model, that would be the lowest GT 7xx model videocard to look at.

If you go used you can do a lot better. A GTX 650 Ti would be a fairly decent match for your system.

GT 710 or 720 is poop :) Go for second hand gpu like GTX 750 Ti. It is very good gpu for the money and it should work pretty ok with your cpu. You can also try to get hd7850. How much watts your psu has?
