So, I am building a new PC and I need to make sure everything is compatible and will work right, or if there is something better or something needing changed.

My budget is $600-615 and keep in-mind I already have a GPU (EVGA GTX 950) and a Case (VIVO Full-ATX Case)

It's compatible, but you have some parts that are unnecessary. For a i5-6400 you don't need a Z270 mobo. Z boards are for overclocking and the 6400 is locked out of that. Save a ton of money and get a B150 board.

Also you should get a better PSU, EVGA whites aren't that good... For the same price get this: https://www.newegg.com/Product/Product.aspx?Item=N82E16817151094

As well, you don't need a cooler for that CPU, it comes with a stock cooler that will work, but if it's because you want something quieter than stock save a few bucks and get a Gammax 400 https://www.newegg.com/Product/Product.aspx?Item=N82E16835856005

If you can, dump the savings into getting a better CPU. The 6400 is pretty weak, you could step up to i5 7500 if you scrap the cooler and downgrade the mobo (but note you will need a B250 board for that, still the price should be similar).

Some of those prices are overpriced. Also its odd to get a none overclocking cpu with a z motherboard. The H7 is way better than the cm212 at the same price.

First of all, dont buy from ebay. The prices are no better (sometimes worse) then regular vendors and your ability to do a return can be a much more of a pain in the butt to do

Your build will work but is a waste of money/poor parts choices:
1) Z serries board is for overclock CPUs which you dont have, look for h170, h270, b150 or b250
2) Dont need an aftermarket cooler on non overclockable CPU, stock cooler is fully sufficient and you will gain nothing from an aftermarket one.
3) RE drives are crap and will be horrible as a boot drive (hopefully wiht money saved in step 1 and 2 you can get an SSD!). Nor would I ever suggest gettings refurbished hard drive
4) PUS is not very good.

Within your budget, even managed to get an SSD. If that's not necessary, drop it and pocket the change for a future GPU upgrade.

No, you'll need to supply your own. Arctic Silver is pretty cheap if you can get the shipping bundled with everything else, otherwise if you have a local computer store you can pick some up there:

Note that the stock fan that comes with CPU will have thermal paste pre-applied to the heatsink, so if you're fine with that you could just stick with the stock cooler and save another 25 bucks, but the Gammax 400 will be quieter and cooler.
