FPS Problem with a new gaming pc

Hello guys, i just built my first gaming PC & i have a problem with it, it seems like it's not working with it's full potential because i'm getting very low fps in games even if i put low graphics. i searched on many forums & websites & tried many things, i reinstalled the OS & drivers but it still the same.
the fps in mafia 3 didn't pass 40 & i tried far cry 4 it was like 20-25 even in low graphics .. league of legends as well it was like 60 fps but it should be like 300++ ...

here is the spec of my PC:
Motherboard: Asus Z170-A
Graphic card: Gigabyte GTX 1070 G1 GAMING 8 GB
Processor: i7 6700k
RAM: Kingston HyperX Predator 16GB Kit (4x4GB) 2133MHz DDR4
Power Supply: Thermaltake LITEPOWER 650W
Storage: SSD 240 GB + HDD 1 TB
OS: Windows 10 pro 64 bit

oh i just found it in the asus software, it says it's 11.904V in the +12V & 5.1V in +5V & 3.424V in the +3.3V so i guess it's normal

the cpu temperature when in game is like 35-40 & the gpu is 40-45

yes it's plugged in the GPU & everything is up to date :(

the cpu is nt being used completly, like 20-30% only, maybe that's the problem?

oh wow i just noticed that it's just using 0.76 ghz even tho it's 4.0 ghz, is that normal?
 


You still talking CPU here? Is that at idle or under heavy game load? If load that is WAY too low.

What is the GPU usage while gaming under load, and is it throttling up and down a lot?

Regarding the CPU, check to make sure the main (24 pin) and CPU (4-8 pin) plugs from your PSU are firmly mounted in their sockets.

Your temps are very good though, so your CPU cooler is probably mounted OK.

yes i'm talking about the CPU & it's while i'm in game, it's too low that's true, the GPU usage is like 70% or so

Oh i actually found the problem, it's the CPU .. the maximum processor frequency is 0.80 ghz even when in game when it should be like 4.0 Ghz & there is many people that got the same problem but there is no viable answer to this :( wish someone could help me
 
Yeah I figured it was probably a bad BIOS setting. You could just go into the BIOS and set to defaults, then set to XMP to make sure your rated RAM frequency is used. That alone might fix it. If not, bump the CPU multiplier up until it's at it's rated base speed.

First off, go to page 55 of the pdf manual where it shows how to set defaults. Page 50 shows how to set XMP to get your rated RAM frequency.

The CPU multiplier is referred to as the CPU Core Ratio on page 70 in the pdf manual. Go to the Ai Tweaker page and set it via the Core Ratio Limit tab for each core. Here's a pic of what it looks like. http://imgur.com/GnrtWYw

MAKE SURE you pay attention to what the Target CPU Frequency says before adjusting the CPU Core Ratio. If it's already listed at the rated CPU speed, leave it alone, or you'll be overclocking it.

yeah i had this Manuel it came with the mobo.. & i tried all these things but nothing changes.. it's still running with only 0.8 ghz u_u

yes, when you quit from BIOS the button is Save & Exit so it's saving it
 

Well I would look to see if there's an update for the BIOS that may solve the problem. I found a few people via searches that had similar problems. Maybe ask ASUS about it too. It certainly isn't a common problem with that CPU, so I would suspect the MB.

If an update won't fix it or it's already the latest version, maybe try RMAing it.
