At boot: "Overclocking Failed" but not overclocking. However, when able to boot, computer works perfectly fine. Please help

So I found this post in which the poster has the same motherboard and problem as me, with one difference (I'll get into later).

My setup:
Asus Sabertooth 990 FX R2.0
AMD 8350 (8 core)
4GB Ram (In 2017, yes, I know)
Samsung SSD 840 Pro
2 Seagate HDDs
EVGA Geforce GTX 960
Corsair HX 750i PSU

So I looked through that thread, tried resetting the CMOS without success.

Just like the guy in that post, I've never overclocked nor adjusted with the very advanced settings in the BIOS.

The difference between my problem and his problem, is that I can usually get by the error after 3 or 4 restarts. In fact, I'm writing this post on the computer with the issue right now. And as long as I don't allow the computer to go to sleep or turn off, there are no problems whatsoever, even after running for days and days without restart. I only get the issue when the computer is restarted.

So, what is the likely culprit? I have very little actual hardware trouble shooting experience but I have google at my disposal so I just need a push in the right direction.

So what could the problem be if the issue only arises when rebooting, but not when I can get passed it? Am I correct in thinking it wouldn't be the PSU, memory, or hard drives otherwise I would have run into a problem while the computer is running?
