Windows 10 clean install "where do you want to install Windows?" part, computer doesn"t read usb

Trying to put windows 10 on USB, I sucessfully get to the setup but when I reach the "where do you want install Windows?" part my computer doesnt read the usb I wanna put windows on. The USB is a Cruzer Glide 16gb 2.0 and 3.0 compatible. I also tried a USB 2.0 Cruzer and it cant read that either. It can read the bootable USB but not anything else so I'm really confused. Any help would be appreciated.

Specs:
EVGA 430 W Power Supply
Pentium G4560 CPU
B250m Gaming Pro Motherboard
GTX 1050 GPU
DDR4 Ballistix Sport 8gb ram 2400 mhz
NO internal hard drive yet
And Zalman N1 case if that even corrolates with this issue at all.

I have already made a bootable USB but on the setup it requires you to select a USB to put windows on, but my computer or whatever it is cannot read the 2nd USB that I'm trying to put windows on.
USB 1= Bootable USB
USB 2= to put windows on at the setup requirement
So yes im trying to install windows

I do not own a hard drive/ssd at the moment is that the problem? It says you can use a USB to install windows on at the setup.
EDIT: I do not own a internal hard drive is that the problem?

Ohhhhhhh, I feel dumb, its my first so I gotta learn somehow. Thank you so much for the help. Now I know you need a internal hard drive to put windows on. Thanks again
