Did you change the Load Line Calibration setting? If so, your current setting might be a little too aggressive.


You're fine.

There are several potential causes for this, but none of them are harmful to the machine.
1) Whatever programs are running are using core #1 more than the others.
2) Core #1 is not reporting its temperature correctly.
3) The thermal interface material between the die and the heat spreader is not spread evenly.
 


Did you know that HWMonitor uses threads unevenly? It may be the source of your "issue" if it's using threads #2 and #3 (within core #1). After all, it's only designed to use a maximum of two threads at once and your CPU has two threads per core. It's possible that it's loading up only core #1.

yeah it did jump to 1,433 and then was below 1,35 the whole time its like with the temps they jumped to 75+ degrees and instantly dropped down too 50-60

No didnt change anything besides the clockrate, the bclk, and the manual vcore
 


If the CPU is stable at a slightly lower voltage, I'd run it at said lower voltage.
