All PCI-E products are backwards compatible with their previous generation. So you can use a PCI-E 2.0 x16 card and use it in a PCI-E 1.0 x8, but keep in mind that you are severely limiting your bandwidth capability by doing so, and I would not recommend it.
PCI-E 2.0 x16 throughput is 8GB/s while a PCI-E 1.0 x8 is maxed out at 2GB/s. On top of the transfer rate being literally halved from 5GT/s down to 2.5GT/s.
