After PSU backswitch off I have a hard time to boot.

I have a hard time turn on my computer after I switched off the PSU with its main switch.
Fans working, HDDs spin up, LED-s lighting, but I have no response from my monitor, only black screen. (my motherboard has no place for an onboard speaker that sucks)
I have to turn it off and have it laying there like that, (so I guess capacitors discharge) after it, it works again.
My main question is, can I make it stop by setting things in BIOS?
Other question is, what part of my computer is faulty?
I checked the volts of the PSU with a digital multimeter, everything seems fine.

Components are the following:
Motherboard: GA-F2A88XM-HD3
PSU: FSP ATX 400PNF
CPU: AMD A45300
RAM: CSX Diablo 2000mhz 2x2 Kit (running at 1333 mhz on 1.8 volts)

3 volts according to my multimeter.

The time remains the same, so the issue is not the CMOS battery.

Update: After switching to new 2032 battery, nothing has changed.

When it happens the mouse and keyboard and LAN lights are off too.

As I mentioned before, I just tried it out with another fully functioning one. Still the same.

How can I reset it? Does Clearing CMOS do it? I tried downgrading it from F7 to F4. It was pretty hard to reupgrade, because it froze a lot in BIOS. So basically the issue were gone, but another problem showed up. I even tried F8f beta, but the same no response problem occured. This mobo has double bios, an M_Bios and a B_Bios. Which is which, and how can I swap between them, or reset each?

Tried them. Well i will check the 1 6 pin short. I hope that works.

Okay so I successfully copied the backup bios to the main bios. My backup bios is either corrupted or outdated. Whatever i cant even get access to bios now nor flash it to newer. It keeps freezes. Can i do something about it?

Update: Okay, after plenty of tries (about 500) turning off and on I managed to reflash the main bios to the one I had in the beginning. But at least I know, my Backup bios is faulty. Is there a way to flash B_bios from M_bios?

Well, I was bored today, so I switched the B bios and M bios chips. Nothing has changed. Weird isn't it. I even tried to boot with only the M bios in. It booted well. I guess I should try it with the B bios only and see what happens.
