Bottleneck GTX 1070

I want to buy a GTX 1070 due to which I can no longer buy an i5 due to low budget should I go with the i3 7100 will it bottleneck alot?

You're vastly oversimplifying this, there's always a "weakest link" in gaming that determines the fps. Sometimes it will be the CPU, sometimes it will be the GPU, depends on the game. At 1600x900, it will almost certainly be the CPU in every game, but it would still be the CPU if you had a 7700k. You can't see more than 60fps with that screen anyways so it's not like it will matter. The GTX 1070 is a waste of money for you.

Solution
If you went with the gtx 1070, your cpu would bottleneck without a doubt. To better balance your system via gpu upgrade, i'd suggest the rx 480 8gb. It's a little slower than the gtx 1060 (which is why it will be a better pairing with your cpu). The rx 480 8gb will give you a lot of vram and excellent dx12 support for newer triple A titles that come out in the future.
 
Bottleneck is a very relative term. Here's how I will put it: the i3 and the 1070 is not a good pairing. There are worse pairings you could buy, but this is not a good one. For your case, I would suggest dropping the 1070 to a 1060, and replacing the i3 with the i5.

Unless of course you are buying the i3 with a future upgrade in mind. If you are planning on upping to an i5 or i7 in a few months or whatever, and are willing to deal with the i3 being a limiter, then the 1070 might not be a bad idea right now. However, I personally find it more worthwhile to get a kicking CPU first that will last you a good couple years, rather than a kicking GPU now that will be outperformed by a cheaper GPU in a year.
 
That would be good, you would definitely be processor heavy with that pairing though, which is fine, I would personally go processor heavy before GPU, considering you'll be upgrading your GPU before your processor. If you want the best combo you can get right now though, I would recommend i5 + GTX 1070. That will be the most bang your buck. If you are thinking about a 1080 or 1080 ti or whatever in the future, then getting the i7 now would be a good idea.
 
That sounds like a great setup that you'll enjoy for a long time. If you can, I'd wait until ryzen comes out to see if the prices drop any on the i5s and i7s even though they probably won't drop much right now. Who knows, maybe you'll be able to get a 7700 for only a few more bucks than what the 7500 is now.
 

I agree. I would wait to see if there is a price to performance fluctuation. Then make a choice to go amd or intel. Games like battlefield 1 have the 6600k only meeting minimum system requirements and the times have changed where DX12 is in the future and games are no longer optimized for less, but more cores/threads. Now is really a bad time to buy a graphics card or build/buy a computer.
