i am looking for a psu for my asus strix rx 480.. so a corsiar 650w would be enough ? or does corsair have some bad issues? or should i go for an antec power supply??
AMD lists the RX 480 as having a "Typical" Board Power of 150W (http://www.amd.com/en-us/products/graphics/radeon-rx-series/radeon-rx-480). On a test conducted by TechPowerUp, it shows that the power consumption of the GPU alone would be: 177W (typical gaming) to 180W (peak gaming).
Assuming you have an i7-7600K at 4.5GHz, a test conducted by Bit-tech will show that your *possible* total (whole system including typical RAM, HDD, SSD, etc.) power consumption using an Asus Strix RX 480 OC would be at 263W.
RealHardTechX lists that a rig built around an RX 480 is "recommended" to have a PSU wattage of 500W.
Your initially-selected Corsair 650W is way too much of an...
Corsair makes several lines of varying quality (from the average VS series to the exceptional RMi/RMx, HX, and AX series). Antec makes PSUs ranging from average to good quality.
As long as you aren't trying to run a large number of additional components, 650 watts should be plenty.
Corsair don't make any power supplies their all rebrands.
If your buying a 650 watt CXm or RMx then buy it. You could get the 550 Watt model and have plenty of power. The RX480 only has a TDP of about 150 Watts.

Depending on the exact model of the PSU, note that the wattage is just one of the factors in determining what PSU to select. A more important factor is the built quality, reliability, and safety of such PSU. Check out this PSU Tier List to get a general idea of how PSU's are categorized according to their quality based on expert reviews.
I would recommend any of the following good-quality PSU's as more than enough to run your PC (just select whichever is available in your location and whichever fits your budget at hand):
