Power button dosen't work after Windows shutdown.

I recently built a new desktop PC and I'm experiencing an odd problem. The problem is with my power button on my case. When I plug in the computer to the wall and switch on the power supply my lights come on and the power button on my case works. However, after allowing Windows to boot I shutdown the computer. If I push the power button before the fans have a chance to stop spinning it powers back on fine but if I wait and try to use the power button I get no response. I'm forced to switch the power supply off then back on. Only then will the power button on the case work. It seems like there's some issue with the storage of power but I'm not an electrician and don't fully understand what is wrong. Any suggestions to what the problem may be would be most appreciated. Are you sure you installed the front case header pins correctly?

With PC fully shutdown, try touching a flat screwdriver to ONLY the two power pins on the power header to simulate a button press.

I've tried that and the two pins that I short are the two pins I use to plug in the power button. I've tried plugging into other pins just to double check I haven't missed anything but the current setup is the only one that works. But it only works once then I have to completely reset the power supply.
