If a motherboard has 2 x PCI Express 3.0 x16 does it mean it can do SLI

Not necessarily. SLI requires a certification and I do not see the SLI logo on the board. MSI doesn't have it on their site yet so without that there is no way to know for sure.

I would say based on the price point (its not one of MSI's Cheap boards), probably it supports SLI, but if I were you I would wait and confirm.
