Help with "high" CPU Temperatures

Windows 10 Home 64 bit
MSI A78M-E45 Mobo
AMD Athlon X4 750K Quad Core Processor, 3400 Mhz (overclocked to 3900-4200)
Radeon R9 280X
Coolermaster GeminiII S524 v.2CPU cooler
16GB Crucial RAM
1TB WD Black 7200rpm HD

My CPU was reaching high temps (75-95C) with the stock fan/heat sink while playing CPU intensive games like CSGO or doing a CPU Stress Test. I wasn't sure I could believe the CPU temps b/c the PC seems to run fine. Shouldn't my PC shut down or go unstable at those temps? The BIOS has a temp range set to 40-70 C). Every CPU/GPU monitor I can find agrees on temps. However, when I open the BIOS the temp readings are 20 degrees cooler!?! A friend thought maybe my CPU temp readings by third party monitors are just not accurate b/c my mobo is to basic. I am really stumped.

On top of that, I bought and installed a new CPU cooler and when it came I was surprised to see it was three times bigger than I expected! The Coolermaster GeminiII is HUGE...I installed with a pea sized blob of thermal paste right in the center and it seemed to be running cooler. With thise oversized cooler I was convinced it would be really cool. Well, two days later I am monitoring and it has not changed a bit. Temps still between 75 and 95 degrees C when gaming!?! On top of that, I can't seem to get the CPU fan to go any faster. No matter what the temp, it runs at 636 RPM (if I can trust CAM and HWMonitor. I tried changing CPU fan speeds in BIOS, and with SpeedFan but no luck. I can't hear or feel any increase in RPM. I can change the GPU fan speeds and that is noticeable.

This is a home build and I am wondering if I have something set up wrong. Everything seems to be fine but the CPU temps (if I can trust them). Can anyone offer any advise?
