Battlefield 1 well known 100% CPU usuage issue

So I have the well known 100% CPU usuage I have googled every single option out there and I'm here to seek for more ways and tricks that the pros might have to suggest for me so I would like to try anything.(I have sttuters, FPS drops and very low FPS for my PC specs no matter which options I use ofc it's CPU bottleneck so yeha...)

I tried to use the command in console:"RenderDevice.RenderAheadLimit (1,2,3,4,5), I tried to limit my FPS to 100 or 60, I tried to use DX 12 and 11 did not change anything (I tried to use the text file with commands that I have metioned before as a config file didnt help as well...)

My computer specs: GTX 1070 Intel core i5 4690k OC to 4.5 GH.z 16 gigs of ram 1333 Hz
(My CPU/GPU temps are really low so no overheating both on about 50C-60C

EDIT: it seems that now I have the issue in other games such as overwatch and titanfall 2 BUT! it seems that now my CPU is not under 100% load all the time there are moments when the CPU goes down to 70-80% and stays like that for like half a minute ontil it locks on to 100% again.
Any ideas..?

Yeha it's kind of a problem for me... I need to change everything in my system in order to change my CPU (Motherboard ram...)

Why would you have to change everything in your system? A 4790k runs on the same socket as your 4690k, uses the same ram etc. I'd recommend setting the bios back to defaults before swapping out with the i7 so it doesn't attempt to run it using your oc settings. Otherwise it's drop in place, no need to change everything.

I have high usage on my CPU in games about 80%-100% all the time and low GPU usage or not constant usage % on my GPU in battlefield 1 I have very low FPS while other pepole with the same components as me have stable FPS and about 85%-100% GPU usage I have the known problem with the 100% cpu usage but others as well and still they have high GPU usage on heavy games (while I have about 50%-60% GPU usage) which gives them a stable and high FPS, I get about 60-80 FPS on battlefield 1 no matter which options I use or resulotion I tried to limit my FPS or use the max pre renderd frames ahead (1,2,3,4) checked for viruses even reinstalled a clean new system and still, I tried to update my bios I have the same issue on other games as well for example overwatch I have about 70% GPU usage and 85%-95% on my CPU usage constant while others have lower CPU usage than me and 99% GPU usage which makes the game run stable FPS and yes same components (my friend has the same rig as me)

My specs: GTX 1070 Gigabyte G1 gaming, Intel core i5 4690k OC to 4.4 GH.z, 16 gig of ram 1333 Mh.z, Windows 10 64 Bit

And sorry, I know other pepole openned threads with the same topic as me but I just did not find the solution that they had helpful for me... (THANK YOU FOR YOUR TIME!)
