PC Shuts down playing Games, Hangs playing videos,

Hi,

My PC is now Running 2 Operating Systems. Windows 7 & 10.

Recently about a month ago my PC Started having problems with Playing videos(Even 480p).
In Windows 7 x64 , My PC started to get slowed down the moment I open the file.I could hardly open task manager. When I checked , there was no process eating my resources. When Playing Video Games it will shut down after a minute or so. No problem with surfing though. and PC will show

"ASUS Anti-SUrge was triggered to Protect your Computer, Faulty PSU".

Then I booted into Windows 10. Installed K-lite codec pack. H/W Rendering to GPU. played video No problem. I started a game, Turns off under 1 minute, same error. Updated driver, same.

Booted into a Linux live CD. "Input not supported".( Never seen that before in Linux "live").
However Linux mint runs well in "CPU Rendering mode".

Now I have been using this for a while. Removed GPU. System runs games. Plays video(WIndows 10, Not checked WIndows7)

Disabled "Anti-Surge" played Assasin's creed 1 in LOW settings. Ran for about 3 mins. (DEAD)...

Not turning on for 30MIns. Left it there. Then at evening, It turned on fine. BIOS was in Factory Mode. Again cant play games.

My specs are:

CPU : i3 3210 @3.2GHz
GPU : MSI GTX 750Ti
HDD : 2 x HDD @ 7200 & 5200 RPMs( No problem, tested)
MB : ASUS H61M-K (Replaced a few month ago)
PSU : 450W No brand ( 6 Years , no problem, Worked with my GPU fine for last 6(around) months)
Monitor : Acer H163HQ (15.6 inch 1366X768 @60Hz).( I don't think it can cause trouble)

What do I do?

Help me out please. If possible, explanation about Windows 7& 10 Video phenomenon too.
Sorry for lengthy writing. I just wanted to explain my situation. Don't know if its the right way.

It's the PSU, I am 99% sure.
No-name psu are literally pieces of shit with a fan attached.
Get a good brand name with an 80-plus rating (don't need to go overboard and get gold or anything), 500w would be plenty.
EVGA.
Corsair.
SeaSonic.
Cooler Master.
Antec.
NZXT.
XFX.
Thermaltake

But the PSU never had any problem before.
and is there any way I can make sure that my GPU or MOBO isn't faulty ?

Is Corsair VS 450 good enough? CX Series with 80+ Certification is a little too expensive with my current allowance.
