Yopur temps look good,i would personally lower that Vcore (if the value is true) and get a bit lower temps on the cpu but it's not needed.

its perfectly fine gpu power is 58%...just make sure to turn on Vsync if you haven't.

Utilization refers to how many cuda cores are running. They may all be utilized at once, but they are not necessarily processing data at their maximum speed.

how would i lower the vcore value and i was questioning all this because ive been playing borderrlands 2 and i randomly drop to about 20 frames and its making me cringe because im almost positive this computer can handle it

In order to properly overclock you need to learn about a lot of stuff, for a hardly 10% gain in performance i would not recommend it but it's your pc.
