Texture problems on ps4 and pc?

I had a gaming pc, but I had issues with one or two textures appearing corrupted or flickering (per game) I spent a lot of time and money trying to fix it but I couldn't. I decided to get a ps4, lo and behold it had the same issues. I have no idea what the problem is, I only noticed it on games I downloaded, could it be my wifi? or perhaps my electricity? both were running off a surge protector.

You hard drive can't do it on your computer and ps4. And the power being wonky wouldn't give you the same exact results on two very different systems. What game/games are you seeing this on

different display, different display cables. the only things that is the same is that they were both using the same internet and plugged in, but not to the same outlet

Are you sure the power couldn't have done something to the hard drive or gpu? also, when I ask ifit's my wifi, I download all my games, so maybe some files got corrupted? also, could it be my hard drive?

All of them on pc, ps4 and pc, but only one or two textures appear corrupted or flickering per game
